For working with your username in p-admin-interface you have to ask your system administrator to activate the user for padmin in s-admin. 

To work in "Advanced Header Upload Interface", as well as in "Advanced Page Layout Configuration" you must be "Advanced P-Admin User", that is to say, your system administrator has to permit the username to be "Designer".
